Its northern expansion was approved in 2025 across a further 15.1 hectares. The borough's own economic study estimates that the two studio schemes together could need another 10.2 hectares of employment land in Hertsmere just to house their supply chain. More demand is coming and it will arrive looking for suppliers the way everyone looks for suppliers now.

Being findable is the cheapest part of answering that. It is also the part most of these firms have skipped, because a five-person set construction company has never needed a website to fill its diary before.

The high street, and what it tells you about who is winning

Borehamwood is the only settlement Hertsmere classifies as a Town Centre. Everything else in the borough is a Local Town Centre or a District Centre. The town centre holds 196 units, eight more than in 2017, and its vacancy rate is 4.1% against a UK average of 14.0%. Eight units stand empty and that number has not moved since 2017. Two thirds of the units are not chain outlets. The multiples cluster in Borehamwood Shopping Park while Shenley Road, between Furzehill Road and Grosvenor Road, stays a conventional high street.

Underneath that stability the mix has changed sharply. Comparison retail, meaning shops selling things you compare before buying, has fallen from 28.2% of units to 19.4%. Leisure services have risen from 27.7% to 33.2%, the highest evening economy share of any centre Hertsmere surveyed. Financial and business services have dropped from 12.2% to 8.7%.

Put plainly: the businesses thriving on Shenley Road increasingly sell services rather than goods, to local people, 82.5% of whom visit the centre at least weekly. Services get chosen before the visit, on a phone, usually from a search. A restaurant, a clinic, a salon, a studio or a trade firm in Borehamwood is competing on how it reads online long before anyone walks through the door.
